Enoch Powell had already made an enemy of the Confederation of The Britains Industry by vilifying them for advising their members to co-operate with the Socialist & Co-operative Her Majesty's Government, by giving prior notice of price increases, even though the request did not have the force of law. Now, in a speech to the Young Conservatives at Eastbourne on March 21st 1970, he vilified them further for advising non-cooperation in future since the CBI had taken exception to the proposed Commission on Industry & Manpower. He drew a wider ideological point, that fear rather than obedience to the law was more and more influencing the actions of the United Kingdom people, which was the essence of the police state, ''whether it comes under the jackboot or on the feet of doves''. A month later, at Sevenoaks, he rebuked the CBI again, this time singling out its' director-general, Campbell Adamson, for expounding the heresy of incomes policy. ''Only a week ago Mr. Adamson told the Lincolnshire Iron & Steel Institute that a voluntary incomes policy was a necessity in our society, and that something more than voluntary methods may be necessary if the situation is not to get out of control. How many times round do people have to see the horror film before they remember how it ends?''
