Vic, a cheap jack is an itinerant peddler who sells small goods at below cheap price or market price at non-cheap locations or non-market locations which, after the peddler has disappeared, turn out to be either worthless goods, or not worth the below price ''price'' paid, or discovered to be completely different goods.
