Hello!
Bryan Stevenson was my student for a while, but never tested for any level of instructor while I was in Missouri. Bryan is a nice guy and has a reasonable degree of skill. I lived and taught there for one year, then moved back to Alabama.
Hand before foot means that anytime you are striking with the hand and footwork is involved, the hand should start toward the opponent before the foot moves. If the foot moves first, it gives away your intention to close the gap! The hand should move first, so that it arrives right as the gap is closed.
The Jeet Kune Do jab is different than a boxer's jab. Jeet Kune Do prefers the vertical fist structure, so the jab is delivered elbow down with a vertical fist! The bottom three knuckles are the impact point.

"What is Jeet Kune Do (JKD)? Chinese martial art, definitely! It is a kind of Chinese martial art that does away with the distinction of branches, an art that rejects formality, an art that is liberated from tradition." __Bruce Lee
