Even at rather long range, both the parachutes and the smoke from such flares are clearly visable in the brilliant light produced by the flare itself
That's the thing. If I remember correctly, the military training ground was about 50 miles away. Artillary-based flares go up really high. At that distance you wouldn't see the smoke, but you'd still see the light.
That's just from memory, though.
