When you see an article like this, it means the researchers have given up. And they are going to get the most mileage out of the effort they have already expended by publishing bogus tripe.
Nobody who believes that they are hot on the trail of cold fusion is going to publish any thing except lies (except possibly misleading articles to throw other researchers off the scent). I have at least one billion dollar idea, and there is no way I (or any other sane person similarly positioned) would ever say anything about how I was going about implementing them until they were done and protected by patents.
