If he seems more capable of sign , i would use sign. If you can still combine both i would do that too. Using either one, or both can help him gain expressive language too.
Daniel only recently has been able to grasp the difference in the pitures so he doesnt have alot yet, but i can see how it would get to the point of having too many to be functional if the child is capable of understanding a wide variety of words. Daniel also uses some signs, too. The SLP before this years did want me to use one or the other, but personaly i think ya use what works, and if thats a combination, so be it.And if a child can have a wider vocabulary with sign, i would use sign.
