there is no any news or even references to such action that can be found on the Net at this moment - i ran several searches on "California, homeschooling, truant and the Deputy Super. name" - nothing ot that sort came up. On the opposite, the search netted a lot of pro-homeschooling resource links (my search result page URL is

I don't think such measure can be legalized, and here is why:
Yes, public schools would like to receive more funding from the state and local budget, but the state government, on the opposite, would like to SAVE $$ whenever possible, already struggling with budget deficits, so i don't think state would approve of such measure, which would entail extra spendings, when there is a chance not to spend.
In addition, extra restrictions imposed by public schools would push more parents to choose private and charter schools, which still means public school sector would not get that funding anyways. It would shift more and more people into going along with Bush's push and voting for "school voucher system and freedom of choice", which is public ed's worst nightmare. Pushing people in that direction would be extremely short-sighted and purely suicidal for public school system; believe me, when it comes to their self-preservation and their future, they are not
that stupid.
I just got a new (September 2002) issue of Reader's Digest magazine and saw there a very positive article about homeschooling, which sounded openly promotional. It's titled "Secrets of A+ Parents" by Nancy Kalish (p. 146), that sounds like explicit thumbs-up to this educational optiion. Unfortunately, it's not available on RD website, so visit your local library if interested. This trend is obviously on the rise, gains more and more proponents and would be hard to reverse.
