I have been told that the state courts sell their criminal judgments to the U.S. District Court, and the U.S. District Court securitizes those judgments, and their own judgments, and they are pooled together and sold to investers, much like banks sell mortgages. All I know is that it involves a Bid Bond, Payment Bond and Performance Bond from the government. I know one fellow who found his judgment in an Oregon court was sold to Merril Lynch for 14 mil, and then re-sold to a Chinese company for 16 mil. He does not remember what company or organization did the research to find this info.
Does anyone know where I could locate court securities/bonds/judgments, to verify what I have heard? I understand a prisoner would have the right to redeem such a security. I also understand it is illegal to sell a security with someone else's name on it without his consent and knowledge, therefore, the courts treat this information as top secret and will not admit to selling the judgment, but it makes sense, otherwise, why is the prison industry the fastest growing industry in the nation, and why do prosecutors build cases against people they know are innocent? (I worked for a criminal defense attorney for 10 years, I know what prosecutors do.) Because there is money in it for the state. Some of us want to know where that money is coming from, and how to track down the bonds the government has sold. The Securities Exchange Commission says this is not an area within their jurisdiction. FOIA requests to the courts, prosecutors and DOJ do not result in any information.
Anyone know who to contact to purchase such a security, or to investigate such a sale?
