A 12 x 20 turning 9,000 would be flat flying, it should be well over 130mph. I used to run a 10 1/4 x 20 on my Lauterbach 2.5 mod and at 7,600 it would run 125mph. It sounds like to me that either it is not really a 20" pitch or it has way too much lift for the balance of the boat. Not seeing the boat run I would be guessing but it may need some strut weight or lift taken out......
