Firstly which character (s) do you want to do? There are some make-up in progress pictures kicking around for a few of the London Cats characters. Most people just get a clear photo or screen capture from the video of the character they want to do and copy it.
Type of make-up. Well I have a few bits and pieces of make-up from London Cats. The best base is made by a company called Kryolan

follow the links to products, professional make-up, professional make-up (again) and SUPRACOLOR. Then scroll down and find the TV paint stick (Art. 5047). This is what was used in the London show for the foundation and base colours as it blends well & when set with translucent powder is unbeatable for staying power.
They also used another brand which can be seen on the site as well. Products, camouflage, derma color. Now I've tried this as a base and don't like it as much as the TV stick. However the black is great for markings, such as nose, lines and whisker flicks, it needs powder setting too, but when using a thin brush it gives a great look.

I'd recommend getting the Derma Color camouflage in black & white, for doing markings. Then the rest of the colours get in the Kryolan. You can then have nice fresh clean Derma Color make-ups to do your markings with and then your paint sticks for doing the base. If you're on a budget then just get one set of the colours you need in the Kryolan, you can still use it with a brush and I find it to be slightly better.
How to apply, I suggest you get a book on theatrical make-up cos that will be the biggest help to you. Otherwise it's just a case of practise. You'll need to buy some small brushes & sponges, as well as translucent setting powder to set your make-up and make it waterproof, sweatproof...etc. I personally do a lot of application of theatre style make-up with fingers, you can't beat them! Much better than a sponge for blending in my opinion! Just try it out and see what works, that's the best way to learn!
