Some or all of this may have been answered in previous postings, but I'm not about to take the several days necessary to read them all, so if any of this is not new, please forgive me.
My question involves a story I'm writing, and involves protocol. In my story, John Gage is in another city very near Los Angeles. (Possible circumstances: He & Roy are visiting another fire station for whatever reason.) He witnesses a murder (for which he must testify as an eyewitness). As this is a cross-over story involving Starsky & Hutch, John must be in their city in order for S&H to have jurisdiction (that being Bay City & yes, this was where they were based; all sources giving L.A. as their base of operations were incorrect). Naturally, John & Roy would wish to help. I would like to know if there are any circumstances under which they would be allowed to assist? (I realize that ordinarily, being off-duty, they'd probably only be allowed to render basic first aid? But I'm thinking circumstances involving multiple victims, maybe, where the other fire station would need all the help they could get.)
