If you remember there were two episodes of 'EMERGENCY' where Roy and John had to work outside of LA County. In one Episode I can remember they were not only out of County but Out of State on a Fishing Trip and came up on an accident. --- After all was said and done they {Roy} Notified Rampart { Dr. Morton } whom advised them that they were not certified outside of LA County much less the State of California. --- Dr. Brackett Stepped in and gave the permission I believe to allow the Guys to operate. I'm guessing the same would have to occur in the Shooting situation.
