The game you are talking about was called 'PENGO'!
There are all sorts of version of that game for all the different home computers and video game systems over the years.
If you were to to go the website http://www.the-underdogs.org, you could find an old IMP PC-compatible version of that game to run in Windows or MS-DOS.
I know that one commodore 64 version was called CHILLY WILLY, so you could dowload a Commodore 64 emulator and the CHILLY WILLY ROM - just search for those key-words.
If you want to play the actual arcade game, dowload 'MAME' and the 'PENGO' ROM! All this stuff can be found on the internet if you search around...
