I would buy it for that price. Be prepared to spend some money though. Fixing everything you mentioned could get expensive. A 64 1/2 in great condition goes for about $25000 or more. Be prepared to spend that much getting it into showroom condition though. Take it to a garage that you trust to give you an accurate report on what needs fixing, especially with the body.
