This may sound crazy, but I believe they have found a way to control the weather. Check things out for yourself, just look at all the places that have been getting weather out of the norm.
Yes, not so crazy as it sounds. Control over the weather would assist with regional population control and weather affecting crops would have a price control profit angle and it goes on and on. Don't trust government with looking out for your best interests.
