Tudor Submariner 7928 marked "MDL 28" Military???

Hello,
I have a Tudor Submariner 7928 cal. 390 with the caseback marked "MDL 28"
I know that the Tudor Subs for french navy
carry "MN" for "marine national" followed by the
year. Is this also a french navy Tudor? or??
Can anyone help me sorting this out!!!
