If you had money flowing in to you would you bother to make any changes? What kind of pressures are we putting on the Iraqi government to make them step it up and lead?

Time to take away the carrot. Maybe some brutal dictator will rise up and give the government those folks seem to like best.

To be honest, and this is going to sound harsh, this is something they need to do on their own. Change comes from within, it can't be forced.
