That is a legal doctrine
indicating that if you
catch someone making a false
statement in an official
undertaking, such as a
court case or an official
investigation, then it is
reasonable to treat all
their other contributions
as suspect.
If you understand that the
'False Return' was rotated
30 degrees CCW then you
should be suspicious of all
the other radar work
presented by the government.

That summary included a first reaction to some high
speed targets that had been pointed out to me.
I've had more time now and I want to report that two of
those targets are parts of the same track. That would be
the 'race track target'; I believe that it, too, has
been displaced from it's proper position.
Please refer to the GIF that I just uploaded to the
FILES SECTION on the left.
That target has the characteristics of a high
speed helo or Harrier jumpjet. It flies at high speed,
makes a sharp left turn, seems to almost stop, and then
turns back in the direction of its original track. All this
just before it disappears at minute 36. I have outlined that
track with a RED line.
Three minutes later it seems to turn up further down the
track. It then make an arching turn and flies back down
its original track.
This had been presented to me as two separate tracks but
I now think that this is one track, displaced and with
approximately three minutes obliterated.
Why was the track manipulated? I believe that it was checking
out the wreckage of TWA 800 starting just 3 or 4 minutes after
the initial event. It flew around or over the TWA 800
wrckage and then it returned to where it had come from.
This is further supported by the track outlined by BLUE.
I believe that track is the '20 knot track' designated
on pages 41 and 46 of NTSB exhibit 13A.

It also seems to disappear by minute 36 and to return
about minute 43/44 (according to the NTSB). This is
the period when the high speed target would have been
flying over the TWA 800 wreckage. I have shown the
location to which I suspect that they have displaced
this track. It is also outlined by BLUE.
The separated portions of the both displaced tracks have
their sections connected by a GREEN line for clarity.
