Much as I love the song, Bowie's interpretation of it is not one of his best covers. Dylan's original reeks of just before death regret and apology, Bowie's lacks all that and fails to add anything in return. It would of sounded out of place on hours.

The problem is not so much that it sounds bad, but it does not sound *right*, it does not sound true.
What would such a track do on Hours ? Hours is a very personnal album, this song is a cover that Bowie fails to appropriate. He does not inhabit the song. He does not even try imo, otherwise he would have gotten rid of all the American musical background which can be good for Dylan but do not sound like Bowie at all.
In addition, Hours is the album of a middle-aged guy who had failure and tries and accept, it does not sound all merry and cheerful but it is not the album of a dying man or of a guy denouncing everything he has lived before.
It has absolutely nothing to do with Hours imo.
I'm purely subjective here but it gives me the feeling Bowie is singing a song in a foregn language, the lyrics do not make sense for him.
No, I don't feel really motivated to stand up and get headphones !
