hairspray technique

small question on the infamous hairspray technique : should the hairspray dry completely or on the contrary, musn't it dry before spraying then next layer ?

Best if completely dry...

That's the way I do it. Sometimes I hairspray and then come back a week later to spray my snow/white paint.
